Would I be able to book LAX-SFO-ICN award on phone?
Would I be able to book LAX-SFO(VX)-ICN(SQ) over the phone on one PNR? I know the cost either way will be the separate segments added together but would like to know if I can get it on one PNR and have IRROPS protection.

yes - definitely. done similar things before. The points pricing for the LAX-SFO leg on VX may be less than what it shows online, too. (I have no idea why, but for int'l partner rewards bookings, domestic legs price out differently -- and often more favourably).
