Passport Renewal for family member
I have a new passport but my siblings and parents have soon to expire passports. I am planning to go to an agency in person with their completed applications for a passport renewal to submit it on their behalf. Is this allowed? Or do I have to go through a courier service? Or do they need to be there in person? Would they need to grant me authorization or sign such a statement in front of a notary?
They meet all the criteria for renewing by mail (no name change, first passport issued above 16 years old, current passport is not damaged/lost, etc), but we don’t have 10-12 weeks to wait.
I couldn’t find a clear answer on this on FlyerTalk or from the state department (besides parents/minors), so any advice would be appreciated.

I haven’t seen anything official but did come across this. Not sure how reliable this info is, but seems you could do that as long as you have a signed letter etc.

Note that many places that accept renewals are closed so you might be limited to emergency renewal or similar. Last time I used the emergency renewal, it required an appointment + additional fees for same day service.

If you are using DS-82, you must mail the applications in. You can mail multiple applications all at once.
A passport acceptance facility can only accept in-person applications with DS-11, except USPS (because USPS will simply ask you to mail DS-82 in at the counter).

Any one of them who is eligible to apply for renewal by mail ought to do so unless any one of them has an emergency need in which case there is an entirely separate process.The entire process is not only laid out, but includes the forms and instructions. Note that you must use USPS and not any of the overnight services. A strong recommendation that you pay for tracking or use Express / Priority where it is included. Another pro tip is to keep a copy of the details page of each old passport just in case the originals are lost on their way to State.

Thanks. They’re all eligible to renew by mail, but are willing to pay extra to get expedited at an acceptance facility. It seems from what I’m reading that its not possible, so we’ll just have to forego plans for now, and mail them in the standard way.

Just go to the link from #4 and follow it. They can pay for expedited processing if they wish. Everything you need is right there. They can even fill in the forms online and print them.
