USPS delivered wet passport

I just got my passport and it was wet... all the mail in my mailbox was wet. This was the first time finding wet mail in my mailbox and lucky me it's the day I get my passport. I pat dried it with paper towels but now it looks bent out of shape, just like a book looks after water damage. Should I ask for a new one? How do you even prevent something like this from happening?
Why don't they pack passports in plastic instead of just dropping them in a paper envelope?

You should be able to complain and use it to get a replacement for no additional State Department fee. Call up the passport agency phone number and tell them you were sent a damaged passport. They will generally ask you to return the damaged passport and provide a statement describing the circumstances for requesting a free reprint

State will provide you with a shipping address, just make sure it is the right one so you don’t end up in interagency mail or anything like that. Send it via trackable means.

If you are traveling soon and as you are in NYC, you can take it to the Passport Agency there and have a new passport within a few hours (if need be).
