Can foreigners get US credit cards?

Yes, it is possible.
Six months after I opened an account with Bank of America, I visited the bank to open a checking account on my visit I was told that could apply for a credit card if I wanted, I told the parson that I didn't have a SSN he said that it wasn't a problem I asked him what I needed and he smiled and said "fill the application" I did and the next day checked my bank account online and there it was, my first credit card. Without SSN..

Just to update this topic: Yes, that's possible!
When I was in the US, I opened a Citi account. After 6 months of opening this account, they gave me an option to have a normal Citi Credit Card of my choice (normal means not a Secured one). Just ask the manager in person about it.
ps.: I don't have a SSN.
