$100 fee for redeposit of miles when upgrades don't clear?

$100 fee for redeposit of miles when upgrades don't clear?
I first heard it from my SP sister-in-law, who was told this when she called to redeposit miles for a TA upgrade. She complained to a supervisor and got the fee waived.
Today I make a reservation with the CP desk (definitely Winston-Salem) and was going to waitlist my mother-in-law for a TA flight when I'm told that there would be a $100 fee for redeposit in case the upgrade doesn't clear.
When was this instituted, I ask. "Oh, it's always been like that. Everyone but CPs has to pay it". Ok, the award-winning website of course has no mention of this WHATSOEVER. But who would rely on that? I have been upgrading non-status flyers with their miles for a long, long time, and have never heard of this. Have you?
If that's indeed a new (unpublished) policy, it's completely PREPOSTEROUS.

Well that link seems to be for redepositing award miles that were used for a ticket, not for a possible upgrade. If the upgrade doesn't clear they shouldn't be able to keep your miles or make you pay $100 to redeposit them unless you back out on the upgrade request or the ticket.

Likely confusion by CP desk. If intended for all useage of miles it would have been on the site. Hence, call other agent.

According to these two links, there is no reference to a redeposit of miles for an FC upgrade, only for an redeposit of award TICKET miles.
