When you new Livery you talking about the current UA or the combined CO/UA?
It has the new livery and old interior. N209UA is now in for paint along with N773UA, both for new livery. There will be no more paint visits for anything other than new livery except for the A320 that is going to get the retro paint job and possibly some Star Alliance paint jobs.
N797UA is still in SFO for new interior.

UA 924 on Jan 1
shows LOADS of available seats in F on expedia.com seat map but on .bomb UA wont show the F cabin nor sell seats for F (5 are occupied right now / 6 with pilot rest).
Does this mean a new config aircraft might be in my future?

Since you want me to assume something, I wasn't going to do that. I would hope it was the new CO/UA livery but then again, we are talking about UA.

UA930: All 777s Upgraded?
I'm trying to get a straight answer from UA and not having much luck. I'm flying SFO-LHR on Friday, and will book business class if the seats lie flat. So far as I can tell, it's completely random whether I get a plane with a recliner or a plane with lie-flat seat. Does anyone have any psychic knowledge that will help me decide whether to drop the extra few grand?
Thank you.

See www.unitedcargo.com and look for "77Q" as the aircraft type.

To directly answer the OP's question in his title - NO not all 777s are converted yet. You can track progress at http://suitedreams.united.com/. The information isn't as up-to-date as we'd like but it answers your broader question.
Generally, UA is placing the updated 777s on all their LHR routes first.

Don't assume anything about the SFO LHR routes. Two weeks ago we were swapped to old config on 930 at the last minute.
