I have read and re-read the statement. Your interpretation is only one possible one. Only the OP can say for sure. It's certainly not a reason to ream someone who is trying to be helpful.

If I say "politicians have always been liars", is that a statement of my pesonal experience, or a global statement? You have no way of knowing a priori, so don't make assumptions that you know what's in everyone's mind, unless you're really The Amazing Kreskin...

It's irrelevant as it's only reflective of part of the post we're discussing here. You just chose to analyze (and declare wrong) one sentence in isolation.

But it's really pointless to debate this point any further. If we're lucky, the author of those words will clarify her/his meaning, and if not, oh well...
