UA metal flies into SIN NOW, I'm confused as to what you're talking about.
There is no RCC at SIN, so no need to worry. If you're flying same day C/F, you can access the SIN SKL. IF not, you're going to be sent to the SATS lounge if you're *G.
If you're not *G and you're in Y, you're going to wander the airport!
Best, Dave

SIN SKL only honor those 1st, Business, & PPS but doesn't allow those KrisFlyer Elite Gold to enter the lounge. Before I got the PPS status back in 2001 while I was an Elite Gold, I also got reject by the stand staff by saying I have to use the SATS lounge.
In compare to CX, marco Polo Silver status can already got in to HKG CX lounge + many other CX lounges world-wide...

Correction: anyone holding a *A BP in C or F does get access. EOS.
*G is not required. Just C/F on a *A carrier.

I wonder if SKL in terminal 3 (once it opens next January) will be *G lounge or not. Did anyone hear any rumors?

I just flew SIN-IAD in C, and was provided with coupons/instructions to use the SATS lounge. I didn't attempt to use the SKL.
However, compared to the RCC in IAD, the SATS lounge is excellent!

I figured I won't have access to the T3 silverkris lounge on my UA C ticket from SIN-NRT, so I walked over to the Gold lounge. Well I get to the Gold lounge and I was denied access to the Gold lounge and was directed to go to the Silver lounge. I was also told that the Gold lounge is for Y passengers only.
Well low and behold I was given access to the silverkris lounge!

Fair enough. Just be aware that you COULD have.

What lounge does RCC member get traveling in Y? Whether *G or not does it make a difference?
I'm asking now in the new Terminal 3. Thanks in advance.

*G and RCC members both have access to "SIA Premier Lounge".

As a *G I've always gotten a card for the SATS/Premier lounge in SIN. UA's website indicates I'd get the same from RCC membership.

See my post immediately above yours (#28)...you should have access to the SATS lounge with your RCC card.
