Since many of the "passengers" in the figure quoted were the same passenger traveling multiple times on multiple segments and since those would be most likely to carry the rules, I would say .01% is probably a good ballpark.

As for the 0.001% (or whatever it is) of passengers who might carry his own copy of the rules... I am going write to United and suggest they provide a copy of the admit profiles at the entrance of all RCCs. I suppose they won't like the idea...

Carrying a printed copy of the rules often won't get you very far. United can change its internal policies whenever it sees fit (assuming they are still in line with Star requirements). While I think an agent should consult a relevant profile, I can see how slamming a printed copy of an internal United document wouldn't get you very far in many instances.

Well, I am not looking forward to moving to DC in 6 months if this is how UA treats people in one of their hubs' RCC.
But, after living in oneworld territory for a year, I think I will focus back on the *A once in DC.
