I think the UA spokesman was referring to Emirates flying to NYC successfully.

Ok, after a third and fourth reading, the article confusing. Or perhaps the writer is confused:
"A United Airlines source said: "Emirates were first to do this and nobody was quite sure it would work, especially as we are talking about a 13-hour flight. But it has been a huge success and now they are doing two flights a day to New York.

It is thought that initial services will be around three times a week, direct from Dubai to New York, to "test the market."
I highly doubt UA would serve this route n/s from NYC.

The US and Kuwait have an Open Skies treaty that would permit any US airline to carry traffic beyond Kuwait:

We all know that they are not getting any new planes in the foreseeable future. They must ax or reduce frequencies somewhere if they are going to do this as a non stop and not as a tag flight out of KWI.
