Can we exchange/ buy to with non UAL segment?
Can we buy up to on an international itinerary that contains non UA/ not *A carriers?

My guess, yes. I bought a ticket issued by a One World Carrier that included a UA segment. The 1W segments remained unchanged, but I was able to buy up the UA segment directly with UA.
