From what I can see from the CBP website, the Concourse C FIS facility isn't listing any arrivals they've processed before 2 PM. So the answer is pretty clear that earlier UA arrivals require a Moon Buggy ride to the main terminal (such as UA 73 arriving around 5 AM on the days it operates).

Currently booked on an OS flight from VIE connecting to the UAX E175 to MSY.
International passport without GE arriving early Friday afternoon and traveling with a slow walker.
How much time should we plan for gate to gate and what is the boarding cut of for the UAX flights?

Arrived from TLV early this morning just over 1 hour late. It was clear United asked CBP to set up the midfield FIS so connecting passengers could be accomodated and not miss their flights from having to go to the main FIS area. We all had to wait on the plane for a bit until the CBP folks came over to Concouse C and got the operation going.

Does baggage for international arrivals all go to the same place whether connecting or terminating at IAD?
Heading back from Europe on LH flights and the outstation only tagged my bag to IAD instead of all the way to RDU because she couldnt see the UA flight at the end despite same PNR (I suspect when I upgraded from O > J it reticketed just the LH portion even though I can still see and check in to the UA portion).
Want to make sure I dont end up in the wrong place I know some airports (ATL comes to two different places for example) split arriving baggage into different halls for connecting and terminating and its been a long time since Ive arrived back at IAD with checked baggage
I suspect Im going to have to act like Im an arriving passenger and then just go recheck with UA? Thankfully its a long layover but still a pain if thats the case

Of course this happens in an instance where I wasnt actually wanting to short-check because of some fare deal, I am actually going all the way to RDU!

What I don't know is whether UA has a full baggage check facility or just a bag drop at the main terminal FIS area. I know they have full checking capability at the C/midfield FIS area as I've used it. If they don't, you may need to go to the main check in area.

There actually was a full baggage check and transfer desk facility setup but it wasn't operational. But as it turns out, it is irrelevant because UA decided to cancel the late night IAD - RDU flight tonight and then rebook me with a 12 hour layover in EWR (no thanks -- switching to the DL flight from DCA) so as it turns out it was good to get the bags in the main terminal because I ended up walking straight out to get a cab to the hotel for the night

I doubt theyd know if youre using GE. While its been several years since I cleared CBP at the midfield FIS, I dont recall anybody speaking to me. I got my receipt, handed it off and then dealt with the security theater. Hopefully theyve added PreCheck since then.
