Cash Upgrades with Basic Economy?
 
So I accidentally purchased a Basic Economy ticket via a third party and was horrified when I found out after logging in the UA app!

Any chance of being offered a cash upgrade to PE or biz?

No, no upgrades allowed for BE. You can change an int'l BE to normal economg for $199 (each direction) if all UA

Does the third allow cancellation (in the first 24 hours?)

I missed the 24 hour cancel period. Thanks for the info regarding $199 to change to normal Econ. I wonder if I should do that!
