Premiere silver this year and question about PN availability

I did some research and found out premiere silver can actually be upgraded at booking if PN is available.
is this true? But I searched LAX to HNL, everyday PN is 0. pN0. Is this normal?

(Also, even if it were true, the instant-upgrade fare is often more expensive than discount first class.

Not aware of any situation a Silver on their own (without the support of a GS) is eligible for PN upgrades

A Silver is eligible for PZ upgrades using miles or gifted Plus Points from a higher elite. Silvers are also eligible for Complimentary Premier Upgrade (CPU) on those routes with CPU. In all cases a Silver if PZ not available at booking would be waitlist with very low probability of clear (but it does occasionally happen)

PN is higher priority than PZ

PZ space to Hawai'i is rare and with the reemergence of travel getting rarer.
