But miles may be a better value because it costs 20 PP per domestic segment, but only 20k miles for both segments of the outbound flight. Am I computing this correctly?

No; for PP, you get charged the highest value for any segment that clears. If you have two 20 PP flights, and you put in an upgrade request at the same time, you only get charged 20 PP whether one or both clear.

Delta does it, don’t they?

I don’t mean to cast doubts but my bias flies DL as a Diamond and he gets free upgrades domestically all the time. I find there’s no difference between complimentary and plus points on UA domestic. I save them for long haul but that’s not working out well right now.
