Looking at the past offers tab, the last time I had been eligible = 2019 (?) given January 30, 2020 as the expiration date.

Is there a consensus on whether initiating a flight change and having a ticket reissued qualifies as a "new" booking for MilePlay promos?

I don't know about a consensus but can confirm that happened to me once with SDC, and in fact was the final "new" ticket I needed to achieve that particular promo.

If you want to be certain, cancel and rebook (but only if the price is still the same or lower).

If the ticket is reissued with a new ticket number and issuance date, then it qualifies. Most flight changes will initiate a ticket reissuance. Or cancel and rebook as Repooc17 had suggested.

Mine is absurdly generous:

Book and take one trip for $125 and get 4,300 award miles. That's the easiest one I've ever had.

Book and take a trip 1 time to get 12,000 miles. Fare must be over $300.

Was disappointed as I just booked a flight to Alaska but realized the round-trip fare was a tad under $300 at time of booking.
