Is UA blocking some Row 1 domestic F seats for FAs? No longer starting 11 Nov 2020?

Our PP upgrades cleared into 1B&E on an A319 PVR-SFO. The FAs were pretty surprised -- they said they thought the seats were supposed to be blocked. The guy in 1F also swore up and down UA assured him 1E would be blocked. The upgrade appears to have triggered the evening before, so it did not seem to be a GA (game-time) decision. However, we didn't get seat assignments until the GA cleared us into those seats just before boarding.

Have a 737-700 ride coming today. The inbound flight had 1 A & B blocked. My flight has the entire first row blocked off. Hoping they wind up releasing two seats as I'm #2 on the upgrade list

Took two flights this past week. SFO to PDX on a 737... first was completely full. PDX to SFO on A320... someone cleared into 1B. I ended up having the only empty first class seat next to me (was in 1F), which was wonderful 
It seems at this point to be totally random/inconsistent?

Saturday CVG>DEN on a 175, seat 1C was blocked.
Connecting flight DEN>ONT on an A320 1B & 1E were empty when I boarded (last) into 1A. Few minutes later, 2 people come from the back and sit at 1B and 1E.
Just a note...First class seemed foreign to the passenger next to me in 1B, as he watched my every move on how to remove a tray table, etc, and asking me "Does the foot rest swing out?".
Connecting flight DEN>ONT on an A320 1B & 1E were empty when I boarded (last) into 1A. Few minutes later, 2 people come from the back and sit at 1B and 1E.
