Panama: ("The Government of Panama requires that all passengers present either proof of a negative COVID-19 PCR/Antigen test result from a test taken within 48 hours prior to departure in English or Spanish, or take a test upon arrival at their own expense, except travelers with a diplomatic or consular passport or those who have “laissez passer.” Passengers who arrive to Panama without a valid negative test must take a rapid COVID-19 PCR test at the terminal and will be subject to quarantine if they test positive.")

To protect everyone’s health, all travelers must complete an online passenger locator form before arrival in the United Kingdom.

It is a legal requirement that everyone wears a face covering on public transport in the UK.

Guatemala:The government of Guatemala is requiring all arriving passengers aged 10 years and older to complete a Health Pass form prior to departure. This will generate a QR code, which must be printed or presented electronically upon arrival.

Additionally, all travelers aged 10 years and older must provide a printed or electronic copy of a medical certificate with a negative COVID-19 (PCR) or antigen test result issued 72 hours prior to departure. We recommend saving a screenshot or downloading a copy of your test result so that it’s easily accessible and can be shown prior to boarding.

Hong Kong:
The government of Hong Kong requires travelers departing the U.S. (or who have been to a high-risk country as defined by the government of Hong Kong) to obtain the following before traveling. United is required to confirm each traveler has the following documents before allowing them to board the flight:
  • A medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result. The certificate must be in Chinese or English, indicate a nucleic acid test was performed within 72 hours prior to scheduled departure time of the last direct flight to Hong Kong, and have the name of the passenger identical to that on their travel document.
  • If the certificate doesn’t meet all of the requirements in bullet point #1 , a written confirmation in Chinese or English issued by the laboratory or healthcare institution with the name of the passenger must be presented with the certificate. A letter must also be issued in Chinese or English by the relevant authority certifying that the test laboratory is recognized and approved by the government or that the testing provider is ISO 15189 accredited.
  • Proof of a hotel reservation for 14 days quarantine or more upon arrival, including returning residents.

China:
Flying on United nonstop from the U.S. to mainland China

Effective November 6, passengers bound for China via nonstop/direct flights must take nucleic acid and IgM anti-body tests at a test provider in the U.S. within 48 hours before boarding. Both tests have to be negative. The test result page should include traveler name, date of birth, type of test conducted, result of test, report date, and name and contact information of the test facility. Children aged 2 and under are exempt from the U.S. departure test requirement.

Chinese nationals must upload their negative test result to the WeChat health app. The WeChat app will generate a QR code that allows the passenger to board flights to mainland China. United also encourages you to carry paper or electronic copies of your test results.

Foreign nationals with valid entry visas for mainland China are required to submit a nucleic acid and IgM anti-body tests at a test provider in the U.S. within 48 hours before boarding and submit negative results to their local Chinese Consulate or the Embassy in order to obtain a health declaration form. United representatives will verify the date on the form before permitting boarding flights to mainland China. The health declaration form is different than an entry visa.

Flying to mainland China on a flight with a connection in the U.S. or another country

Effective November 6, passengers traveling to mainland China from the U.S. via a connection in another country, such as South Korea, Japan, the UK, Germany, or Canada, or passengers originating outside of the U.S. and making a connection in the U.S. to mainland China, must take nucleic acid and IgM anti-body tests in the U.S. within 48 hours before boarding, and then take both tests a second time in their last transit country within 48 hours before boarding the flight to China. The test result page should include traveler name, date of birth, type of test conducted, result of test, report date, and name and contact information of the test facility. Children aged 2 and under are exempt from the U.S. departure test requirement.

The requirements for Chinese nationals and foreign nationals outlined above also apply to passengers traveling on connecting flights.

As tests are not available in the transit zones of major airports in transit countries, please use caution when choosing to fly to China via connecting flights. Passengers are advised to consult the Chinese Embassy or Consulate in the transit country about the latest policies on nucleic acid and IgM anti-body tests and entry requirements, and apply for a visa if necessary, to avoid being detained in the transit countries.


November 2, 2020 Updates:

Japan: ("Effective November 1, foreign nationals with residency status and a valid re-entry permit will not need to obtain re-entry certification from the Japanese Embassy or consulates.")
Aruba: ("The Government of Aruba requires all arriving passengers, including infants, to have a travel authorization card processed within 72 hours prior to their trip for approval to board their flight to Aruba. U.S. travelers can either take a required COVID-19 test upon arrival or upload a negative COVID-19 (PCR) test result issued at most 72 hours prior to departure.

New York:
Until November 4, passengers traveling to New York are subject to a mandatory 14-day self-quarantine upon arrival if they’re originating from a restricted state or territory. If you’re flying to New York directly from any of these states, you must fill out a Traveler Health Form online at traveler.health.ny.gov and save your email confirmation so you can show it upon arrival. Paper forms will be available at the airport, but we recommend completing the form ahead of time. For more information, visit New York State’s website.Effective November 4, New York has new guidelines allowing out-of-state travelers to New York to “test out” of the mandatory 14-day quarantine. Travelers from states that are contiguous with New York will continue to be exempt from the travel advisory; however covered travelers must continue to fill out the Traveler Health Form.

For any traveler to New York State from out of state, exempting the contiguous states, the new guidelines for travelers to test out of the mandatory 14-day quarantine are below:
  • For travelers who were in another state for more than 24 hours:
    • Travelers must obtain a test within three days of departure from that state.
    • The traveler must, upon arrival in New York, quarantine for three days.
    • On day 4 of their quarantine, the traveler must obtain another COVID test. If both tests comes back negative, the traveler may exit quarantine early upon receipt of the second negative diagnostic test.
  • For travelers who were in another state for less than 24 hours:
    • The traveler does not need a test prior to their departure from the other state, and does not need to quarantine upon arrival in New York State.
    • However, the traveler must fill out the Traveler Health Form upon entry into New York State, and take a COVID diagnostic test 4 days after their arrival in New York.

New Zealand’s borders are closed to most travelers. You still have a legal right to come to New Zealand if you’re:
  • a New Zealand citizen
  • a New Zealand resident with valid travel conditions.
There are a small number of limited exceptions to the closure of New Zealand's borders for people who aren’t citizens or residents.

Bahamas:
Travelers must complete a “Health Travel Visa” application at travel.gov.bs before departure. You must upload a negative Coronavirus (COVID-19) RT-PCR test result or select relevant exemption category, and provide your contact information. Beginning November 14, all visitors will be required to opt in to mandatory COVID-19 health insurance when applying for their Health Travel Visa. You must present the approved Health Travel Visa application at check-in and upon arrival.

Travelers must have a negative Coronavirus (COVID-19) RT-PCR test result from a sample dated 5 days or less before arrival in the Bahamas. This does not apply to travelers who are 10 years and younger. Please note that the "rapid" or "quick" antibody test will not be accepted by authorities.

For the duration of the visit, travelers must complete a daily online health questionnaire for symptom tracking purposes. You’ll also be required to take a COVID-19 rapid test on the fifth day of your visit (unless you’re departing on or before your fifth day).

New York:
Effective November 4, new New York Department of Health guidelines allow out-of-state travelers and travelers from any CDC Level 2 or Level 3 Travel Health Notice country to the state of New York to “test out” of the mandatory 14-day quarantine.

Travelers from states that are contiguous with New York (Connecticut, Massachusetts, New Jersey, Pennsylvania and Vermont) are exempt from the travel advisory; however covered travelers must continue to fill out the Traveler Health Form.

Guidelines for travelers to test out of the mandatory 14-day quarantine are as follows:
  • For travelers who were outside of New York for more than 24 hours:
    • Travelers must obtain a test within three days of departure to New York.
    • The traveler must, upon arrival in New York, quarantine for three days.
    • On day 4 of their quarantine, the traveler must obtain another COVID test. If both tests comes back negative, the traveler may exit quarantine early upon receipt of the second negative diagnostic test.
  • For travelers who were outside of New York for less than 24 hours:
    • The traveler does not need a test prior to their departure to New York and does not need to quarantine upon arrival in New York State.
    • However, the traveler must fill out the Traveler Health Form upon entry into New York State, and take a COVID diagnostic test 4 days after their arrival in New York.

China: (Small changes throughout - full text quoted below (and it is now the longest within the overall waiver page))

China has issued entry restrictions for passengers traveling to mainland China. Chinese nationals and those with passports exempt from this rule will be allowed to enter. Foreign nationals holding China residence permits traveling for work, personal matters, and/or reunions are allowed entry into China with a relevant visa. Please contact the Chinese Embassy or consulate to confirm your travel validity. All passengers entering mainland China will be administered a COVID-19 test and must undergo a 14-day compulsory quarantine at their own expense.

Flying on United nonstop from the U.S. to mainland China

Effective November 6, passengers bound for China via nonstop/direct flights must take nucleic acid and IgM anti-body tests at a test provider in the U.S. within 48 hours before boarding. Both tests have to be negative. The test result page should include traveler name, date of birth, type of test conducted, result of test, report date, and name and contact information of the test facility. Children aged 2 and under are exempt from the U.S. departure test requirement.

Chinese nationals must upload their negative test result to the WeChat health app. The WeChat app will generate a QR code with an “HS” mark that allows the passenger to board flights to mainland China. United also encourages you to carry paper or electronic copies of your test results.

Foreign nationals with valid entry visas for mainland China are required to submit a nucleic acid and IgM anti-body tests at a test provider in the U.S. within 48 hours before boarding and submit negative results to their local Chinese Consulate or the Embassy in order to obtain a health declaration form. United representatives will verify the date on the form before permitting boarding flights to mainland China. The health declaration form is different than an entry visa.

Flying to mainland China on a flight with a connection in the U.S. or another country

Effective November 6, passengers traveling to mainland China from the U.S. via a connection in another country, such as Japan, or passengers originating outside of the U.S. and making a connection in the U.S. to mainland China, must take nucleic acid and IgM anti-body tests in the U.S. within 48 hours before boarding, and then take both tests a second time in their last transit country within 48 hours before boarding the flight to China. The test result page should include traveler name, date of birth, type of test conducted, result of test, report date, and name and contact information of the test facility. Children aged 2 and under are exempt from the U.S. departure test requirement.

The requirements for Chinese nationals and foreign nationals to submit their test results to the Chinese Government for verification outlined above also apply to passengers traveling on connecting flights.

As tests are not available in the transit zones of major airports in transit countries, please use caution when choosing to fly to China via connecting flights, especially if you’re booking through a combination of airlines. Passengers are advised to consult the Chinese Embassy or Consulate in the transit country about the latest policies on nucleic acid and IgM anti-body tests and entry requirements, and apply for a visa if necessary, to avoid being detained in the transit countries. Due to likely challenges of complying with the revised Chinese Government testing requirement for passenger traveling to China via a connection in a third country, United may cancel passenger itineraries and re-accommodate the passenger on other routing options.

Non-Functioning WeChat Health App
  • If the WeChat health app is functional, Chinese nationals that present the green QR code with blue HS writing are authorized to board.
  • Only if the app no longer functions, but the traveler presents a printed version or digital version (i.e. photo snapshot) of their boarding QR code (green code with blue HS writing), that is sufficient to allow boarding
  • Only if the app no longer functions, if the traveler can present a test result paper and verbally confirms they have complied with China’s test requirements that is sufficient to allow boarding

Chicago:
Beginning November 13, the city of Chicago is offering travelers more options to avoid a mandatory 14-day self-quarantine upon arrival. Travelers arriving from certain states can obtain a negative COVID-19 diagnostic (RT-PCR or NAAT) test, taken no more than 72 hours before arrival, to avoid the 14-day self-quarantine. Travelers arriving from other states may still be subject to the quarantine. Visit the city of Chicago’s website to learn more about the specific restrictions by state and how they apply to your travels.
