You must have missed the earlier post where the United pilot noted that it's ok to recline as soon as the wheels leave the ground. That's consistent with the language too, since legally the takeoff phase of the flight ends once the wheels are off the ground.

On both 1/29 from LAX to EWR and on 2/1 back from EWR to LAX no announcement. Most shades down for both take off and landing.
