No, UA will assess each flight as need be and cancel closer to departure. They’ll cancel the flight if CDG operations (or ATC) for that flight isn’t gonna work. UA doesn’t just cancel a bunch of flights because a strike is imminent, only when they know for sure operations are impacted. As for getting into Paris, that’s your problem, not UA’s. UA will cancel the flight if operations are impacted, at which time you can get a refund.

Outside of the RER B train, there are still buses into the city, as well as taxis.

Is it safe to say its not advisable to travel to Paris for this week? I'm currently stuck with a non-refundable hotel for a week since there isn't an official cancellation from UA...

not at all. There will be some limited cancellations and delays, but it should be mostly fine. These strikes sometimes get cancelled last minute and non-AF operations, while affected, usually continue. Lots of *A options to CDG, so plenty of chances to re-route should the flight get cancelled.
Expect issues and delays ... but the impact usually is quite manageable.

Suggest following discussions in the France and Monaco forum,
such as France general strike beginning Dec 5th

or a good "local" news source like France 24

I may be tempting fate here but things don't look so bad right now do they? Relatively few cancellations out of CDG, and the majority of those which are look like they're within France etc.

Due to an ARFF strike, CDG will revert to single-runway ops tomorrow DEC 5 between 7A and 12P local time, which is the timeslot in which most TATL flights arrive and depart.

Pax on arriving UA flights should expect long airborne holding and possible diversions. Pax on departing UA flights should expect substantial delays and cancellations.

Just got a text telling me CDG-IAD on 6-12 had been cancelled, then one immediately after telling me it isn't.

Anyone received anything similar?

For my sake let’s just hope CGD —SFO is not cancelled 12/10! Will report what UA notifies me of. So far just see that I qualify for no fee flight change.

And on standby list for UG so am hoping a couple of people decide to change plans and fly later in the week, month, year, whatever

Sounds like half the people want their flight to be cancelled and half want their flight to not be cancelled. UA can't please everyone!
