Beleive the only definition BTS reports use is
A flight is counted as "on-time" if it operated less than 15 minutes after the scheduled time shown in the carriers' Computerized Reservations Systems (CRS).
Can not find the term or data for "late" in BTS reports, so appears to be a UA term

In a similar vein: it would be nice to see an actual statistic of landings at EWR that are 40 minutes or more BEFORE scheduled time, but then actual arrival at gate being on-time or up to 60 minutes late.
My guess: 20+%.
