Smoking is banned worldwide on all commercial flights - certainly most people know this.
Regardless, a cigarette overlayed with circle and bar that isn't lit doesn't mean you can smoke.

The no-smoking light is used these days to signal over/under 10,000 feet for wifi and larger device availability. It's quite possible the captain or FO blinked it off and then didn't turn it back on, inadvertently.
P.S. There is no light indicating that you can't run naked down the aisle in a plane. But guess what? You can't run naked down the aisle in a plane.
