One theory on the Pprune boards is the 2 FAM didn't know each other was on the plane. One got suspicious that the other guy was carrying a gun and in hast ask FA to see manifest to see if there was another FAM on board.
If that was the case it still the one FAM for not identifying himself to FA with badge.

All this talk about whether the crew knew he was a FAM misses the point. All that matters is whether the FAM followed procedure. Seems pretty clear that the FAM did not, at least the crew perceived he did not, which means an emergency was correctly declared.
Real pilots have crashed planes on purpose. Real FAMs can go rogue too.

Outside of aviation, I've read that it's standard for off-duty and undercover plainclothes officers involved in an incident to be placed into custody and handcuffed by uniformed officers when they arrive on the scene, if it's not 100% clear what's going on. Makes sense.
