It seems as the thread title states this is targeted offer, and this has shown to be true in the response --- but the additional value of dozens of "not me" seems pretty limited. It would be better to hear from those that have been targeted.

maybe they're targeting rivals' elite members or former United/Continental elites.

I got this. $6,800 and $11,300 are my thresholds...93k and 167k RDM (260k total possible), or 5 + 9 RPUs.
I'm smart enough to know RPUs aren't worth anything. Took the miles and will hit the first milestone.
ETA: My wife is also a 1K and is not eligible. Go figure.
