policy on rebooking /award tickets to another carrier during irrops/delays?

Question policy on rebooking /award tickets to another carrier during irrops/delays?

we are not complaining but I am a bit surprised at what happened, SJO-IAH-ORD-MBS in a miles ticket, SJO departure was delayed long enough to force an overnight in ORD , however she was offered a rebooking via MSP doing the msp-mbs in Delta

is this standard policy now?

another guy travelling on the same iah-ord-mbs was not offered that and ended up doing an overnight in ord

It is always an option, miles ticket or not, to have the ticket moved over to another carrier. UA hates doing so.
