Obviously, there was programming logic that was applied. I don't think it's a good offer, but United does make the milestones very reachable (and increase the satisfaction rate?)
I am only at $11K PQD so far with about $10K booked for the next two months. I am no longer working towards a GS status...

$3,500 - 10,000
$4,000 - 15,000
$5,500 - 25,000
I'm doubting I'd hit the 5,500 the remainder of this year (my PQD last year I don't think broke $5k), but if I were close, I might tack on a mileage run.

Yes. Mine, at least announced:
We’ve boosted your status.
Now, fly your way to 53,000 bonus miles.
Mine offer was slightly better:
Milestone 1: spend $1,500 and earn 11,000 bonus award miles
Milestone 2: spend $2,500 total and earn 16,000 more award miles
Milestone 3: spend $3,500 total and earn 26,000 more award miles

Considering I have spent about $250 on UA revenue tickets in the past 18 months (but flown numerous UA award segments) my offer seems comparatively generous:
Spend $500 -->10k
Spend $1,000 --> 15k
Spend $2,500 --> 25k
This is the first time UA has taken the slightest notice of me since my flying began tailing off in 2013.

No email either but after clicking the link I get:
$18,500 -- 60,000
$22,500 -- 90,000
$30,000 -- 149,000
Might get to the first one by the end date if I don't get any more annoyed at UA for the recent premier bump-up promotion and take business elsewhere. Will requalify for 1K in a couple of weeks and will rethink the relationship then.

Wondering how this matches up with those who got the free bump in early May. I did not get this offer, my wife who got bumped from Silver to Gold a few weeks ago got the offer. No email about it but following the OPs link she is qualified. Of course we just bought all of the tickets for our planned travel from now until April 2017 so it won't really help us.

No emails for anyone in the family... however...
Wife (Silver, no flights to date this year) got
$500 = 10k
$1000 = 15k
$2500 = 25k
Considering I am about to buy her a $4k J ticket for Syd->USA... this has come at just the right time
I got
$5k = 18k
$6k = 26k
$8k = 43k
I am probably going to hit the $8k yet this year which for an extra 87k of miles is a nice bonus

So one of my employees who just eeked out Gold last year with a mileage run got this offer:
$4,500 - 8,000
$5,000 - 12,000
$6,000 - 20,000
For once I don't feel like I got the bad deal!
Some other data points among friends:
New, just took first flight: Turnip.
Barely made Silver last year:
$1,500 - 10,000
$2,000 - 15,000
$3,500 - 25,000
GM:
$500 - 10,000
$1,000 - 15,000
$2,500 - 25,000
6 other friends with minimal activity got turnups.
