Just got my e-mail. Not much love.
$3000 for 14K
$3500 for 20K
$5500 for 33K
On the bright side, I'll be booking at least 2 and maybe 4 flights during the period in question, so I should meet the second milestone.

UA is doubling down. I just received a similar "Loyalty Promotion" email:
$1,500 and earn 8K bonus miles
$2,000 and earn 12K bonus miles
$3,000 and earn 20K bonus miles
Email also mentioned/reminded about complimentary e plus access at booking and silver status. I might be naive, but between this offer and Oscar's email, I thought why not. So I booked two r/t BusinessFirst PS flights with them for some trips out to the West Coast. I just I wish I had waited for the promotion; would have cleared the top bonus with one of these two purchases and then some. I guess it also shows, at least in my case, that the spend threshold are in no way predicated on spend with other airlines.

Finally got my email after registering - and after all of the other "promotions" lately this really rubs me the wrong way - I've spent $70k YTD... FWIW - I can buy 45k miles for $855 on my upcoming trip to Tokyo this weekend...

Mine was 40K total miles, with way higher spending: 8K miles at $3K spending, 12K more at $3.5K, another 20K miles at $4.5K.
I'm currently platinum, 35K miles so far this year

Agree 100%. I hope you will see my post in the Status Bump thread. The gist is that United seems to be wasting time and effort on glitzy targeted offers rather than actually fixing what's wrong.
The fact that neither of us (who probably rank among the higher spenders on this forum) is impressed speaks volumes.
