EWR-ABE has a UA "flight" number, so at the very least you should be protected in case of a PBI-EWR delay.
Not sure how they handle this, but I've had UA organize & pay for a taxi on the flight AVP-EWR a few years back when there was an issue with that flight.
Hopefully someone with specific knowledge can give you a better answer...

Could you (doubly) confirm if ABE - EWR counts as one of the four yearly United segments for status qualification? All signs point to yes, but I don't want to bother with creative routing just to miss out on a segment.

This "flight" cunts as a UA segment just like any other United or United Express segment counts.

Thanks! I'm doing a routing of ABE (bus ) --> EWR --> IAD --> FRA (LH) --> MUC in January to get 3/4 of my yearly United segments in. Being a foreign MP member can make those segments a bit tricky to nail down!

I just took my first ORD-EWR-ABE trip for the year on 1/6 and noticed that the EWR-ABE bus segment earned PQP as expected but did not earn any PQF. I'm on this flight every week, and it was earning PQS pre-1/1/2020. The new Premier Status Qualification page defines a PQF as "a takeoff and landing — no more fare class multipliers and confusing segment math", so perhaps this means the end of segment credit for the bus?

It leaves EWR airside. It doesn’t arrive ABE airside.

I did not have the bus leg credit as a PQF, however it credited as 1 of 4 of my United flight segment minimums

I hope to find time to ring United and see if it would qualify as a PQF too, because it doesn't make sense.

Pax get on the bus at EWR airside, not off. They'd have to get on the bus, collect their contraband, then "decide not to take the flight" and get back off the bus in order to introduce contraband into the sterile area. It may be there are protocols in place for those who board the bus then decide not to go, they may get escorted out to the landside area. I don't know.

There also may be a security sweep before the bus goes airside, though probably not one strict enough to catch your tweezers or whatever.

I see the risk as a bus driver who believes in terrorism and brings weapons into the airside area. The bus driver may not be screened, only a metal detector wand used.

Similar to baggage handlers, cleaning crews, fueling crews, drivers of airside shuttles, etc. They don't get screened on a daily basis, though they do go through background checks and get screened randomly.

Good question: I just got 67 lifetime miles posted for this flight on 1/13. As a Plat, shouldn't it be 500 lifetime miles?

Lifetime miles are BIS miles, so your butt was only in the seat for 67 miles.
