I like to think of it as logical inference.
+1. In fact I find the making the opposite projection often times tends to be accurate.
Will be interesting to see what happens.
One thing I learned a long time ago is what I do and why I do it probably is not very representative of what many others do, so I avoid making projections of the average customer based on my behaviors.

Another data point, seeing 2.3 RDM and 8 PQM across the board on all my domestic and international itineraries (all UA metal)

Lo and behold, I too have offers for PQMs at 8/mile, but they are for mileage amounts not exceeding 5000. Any thing more than that costs 12/mile. UA is not going to make it easy for me to advance to Platinum.

14,000/21,000 RDM at 2.3 CPM, and PQM at 14.3 CPM.... No sliding scale to give me more reason to buy more. Too early in the year to buy this.

Last year I was offered fairly consistently 2.3 cpm and 9.6cpm PQM. This year my offers have gone up to 2.3 cpm and 14.6 cpm PQM. I noticed they jumped in price right around the time the "buy up to next level elite status" emails came in.

6000 for $654 today (174+480) for a 10.9cpm. One of the better offers I've seen this year. Still to early to tell if I'll need any, so I let it pass.

As of a couple of days ago I started being offered 9,000 or 11,000 miles at $.031 RDM and $.08 PQM for a total of $.111. I am most interested in getting PQMs.
Obviously $.031 isn't a good deal but $.08 is. When the year started I was being offered PQMs for $.15 until sometime in February. It then dropped to $.12. Now it's $.08.
So is this when I should bite or should I wait a little longer?

I'm also getting 2.3cpm for RDM, but it seems that as a UA Gold, I need to buy a LOT of miles at a time. It'll show something like 15,000 miles for $345 for an award ticket, but once I enter my MP#, the total jumps to 50,000 - as in, I need to buy a minimum of 50,000 miles for $1,150. Thanks, I just needed a few thousand.
On the other hand, when I check the award accelerator for smaller itineraries (i.e. not many miles), I get instead 3.1cpm, and still need to buy a lot of miles to get even that rate.
Before I was Gold, I could buy far fewer miles at better prices. UA, it seems, wants to make sure elites have lots of opportunities to spend a lot of money.

Ugh looking at my travel plans this year. If I am going to keep 1k I think I'm going to need to bite on this in 2014. Two quick questions: 1) Is there a way to buy PQM via award accelerator AFTER you bought the ticket. 2) Is there any method by which they decide how many miles you can buy or is it always the same... I think the last time I looked it was 10k miles or 15k miles. Thanks!

You can only buy PQM and RDM only after you buy the ticket and it gets confirmed and ticketed. I think that is what you are asking.
Typically if you hold a status of Platinum and above, you will see higher mileage offers (10k/15K). It also depends on distance of your original flight.
One way to get smaller offers is to book a short distance award ticket (eg: IST-ATH/ EWR-BOS). The mileage offers will be in the 1000/2000/5000 range. Once you buy the PQM and RDM, you can cancel and redeposit the award.
