Official size as per Rule 23.B.2, Baggage, Contract of Carriage:
Under the 2013 contract of carriage, which is still valid for various tickets outstanding, the cabin baggage rule states a maximum of 45 linear inches combined for the LHW dimensions with no given side exceeding 22 inches. For such tickets, the cabin bag sizers are not lawfully applicable if the LHW combined linear inches don't exceed 45 linear inches and no side of the bag exceeds 22 inches. In other words for tickets issued last year, some bags allowed under the contract of carriage don't fit in the sizer without sticking out on at least one side.

This ought to be a FAQ but I don't think I've ever seen it before. If I want to buy a new rollaboard bag that will fit wheels-first in the overhead on all UA mainline aircraft, what's the maximum height it can be? And by height, I mean wheels to handle distance. Current bag will fit on the 757, but on most others it has to be turned sideways. I want to stop taking up more than my fair share of space.

I have the Briggs & Riley U475 carry-on. It is listed as 22" tall, and I have the same situation as you. It is the maximum 45 linear inches, but will fit into most bins only sideways.
You probably need something that is a maximum of 21". And that is the full height, not the height of the packing compartment itself, which is usually 1-2 inches shorter...
ETA: I just measured it with a tape measure. It is listed as 22" tall, but it is in reality 24" tall when you consider the wheels and handle. No wonder it won't fit...

My victorinox 21" NXT 4.0 will fit straight on in most bins, but anything bigger than this I would imagine having problems with. On an A319 it is a tight fit and a firm slam to close the bin. Note that this is a hard question to answer, because when I fly US codeshares on their A319s I often have to put the same bag in sideways.

Check out www.luggageworks.com Stealth 22". It's what most pilots use, and it will even fit in a CRJ 7 ( sideways though). Only plane I've have issues is a 7378 in F and an older 7672 in which you may have to rotate sideways. It also fits normal in the original bus bins before the upgrades as well. Built like a tank, a little heavy, but can be " repaired / rebuilt " should you damage any part... It's a bag for life.. You can also get your name and an airline embroidered on it if you want.

I too am in this position, often flying on Embraer and Canadair regional jets. With connection times getting shorter, and the wait for plane-side checked bags getting longer, I needed a bag that would fit in the overhead bin of these small aircraft.
I bought a Brookstone Dash Rolling Office, $99. It fits nicely (horizontally) in the overhead bin of E145, and also CRJ200, CRJ700 and CRJ900. Fits in Explus equipped planes. Haven't had opportunity to try it on CRJ100. Does fit under Dash 8 seat as well.
Its actual maximum outer dimensions (including wheels and handle) are:
8 3/8" thick
15" tall - standing on wheels
18" across

I recently purchased a Travel Pro Crew 9 22". It fits in the first class bins of A US 320, as well as PMCO 738. I haven't tried it yet, but it compares to my previous bag which fit sideways in the bins of a CR7 as well, assuming I don't have it stuffed. I'm on the road today, otherwise I would take actual measurements for you.
I now have 4 different bags, which allows me to adapt to just about every trip depending on aircraft, length of stay, and of course season. That said, only one of my bags fit in the overhead of the E145, as well as some of the E120's. Denver seems to take a long time for gate checked bags to make it to the luggage elevator, so I try to plan with that in mind.

I have a small rollaboard, which doesn't prevent the FAs on small jets going "oops, no rollaboards, gotta gate-check that".

Sadly that is an all too common situation. From my personal experience, the Express Jet FA's are the most likely ones to stop me from boarding with even my smallest bag.

So far no problems with my Samsonite 22". I think the key is to check the wheel assembly. If the wheels are bolted onto the bottom, the entire bag will be an inch too long. If the wheels are at least partly recessed, you'll be fine.

To the OP's question, most 21-22's will fit in mainline bins. Not the CO 737s have narrower bins towards the front of F, so if you like sitting there and don't want to be far from your bag (or have to turn it sideways), maybe shoot for the 20-21" range.
It's worth noting that many 22's will not fit in the sizing boxes. So if you're ever challenged by an aggressive GA, you may lose if your bag is on the larger side.

Samsonite used to make some which tapered; they were 22" rollaboards, but fit straight in on anything except RJs and the 767s. My sister borrowed (and subsequently trashed) one of the two we own, unfortunately.
