Carry-on Baggage must not exceed the Maximum Outside Linear Dimensions of 9 inches (22 cm) x 14 inches (35 cm) x 22 inches (56 cm), which includes its wheels and handles.

Personal items must not exceed 9 inches (22 cm) x 10 inches (25 cm) x 17 inches (43 cm), which includes any wheels and handles.

A personal item that exceeds these maximum linear dimensions but is not greater than 9 inches (22 cm) x 14 inches (35 cm) x 22 inches (56 cm) will be considered as Carry-on Baggage. Carry-on Baggage or personal items suspected of being oversized may require being placed into a sizing unit to determine acceptability. Carry-on Baggage that exceeds the Maximum Linear Dimensions allowed or that exceeds the Carry-on Free Baggage Allowance will be considered as Checked Baggage and is subject to Checked Baggage service charges.
Under the 2013 contract of carriage, which is still valid for various tickets outstanding, the cabin baggage rule states a maximum of 45 linear inches combined for the LHW dimensions with no given side exceeding 22 inches. For such tickets, the cabin bag sizers are not lawfully applicable if the LHW combined linear inches don't exceed 45 linear inches and no side of the bag exceeds 22 inches. In other words for tickets issued last year, some bags allowed under the contract of carriage don't fit in the sizer without sticking out on at least one side.

The specific size was not on the carryon page listed below as of January 12. The wayback machine apparently didn't index that page again until just under a month ago, when the specific size appears.

Broken rule? Possibly but not a definite. As noted above, OR is a key word in the carry on rules. Watching the arguments at the gate over sizer vs total linear will be fun to watch

That doesn't excuse DYKWIA.

Who paid for the passenger's ticket is irrelavent.

I remember some of those conversations. It does seem, though, that enforcement is now a focus, and I can tell you that my slightly large-ish personal item does not fit CO criteria and I've never once been prevented from bringing it on to a UA flight, and it fits under my seat, all the time.

Do we know if the new published CO regulations are same as what UA published but didn't really enforce? Or have they ratcheted it down?

You know, a good thing for us to do on this board would be to compile a list of common carry-on bags and whether they fit into the new sizer or not. I have a Costco rollaboard that is, in theory, 22x14x9, but I have no idea if it'll actually fit in the sizer. If they have any sizers at SFO on Friday, I'll check.

+1. There are many regulation size bags that won't fit in OH bins of specific aircraft. Certainly the RJs. I haven't been in a 320 with the new bins that I can recall, but IIRC, the way the plane is, near the front (F and E+ cabins), a 22" won't fit in, even wheels first horizontally, into the old ones.

The reason the rules are there is because UA was required to submit maximum bag dimensions to the FAA, which is the defacto standard for UA. An FAA inspector boarding a flight and seeing bags that are bigger than the allowed dimensions (or more than the allowed amount) can fine UA if they find them onboard. Buying F, or being [insert elite level here] doesn't change that.

I'm hoping the sizers are used consistantly. It only makes sense. For those who say UA is becoming a "Spirit" because of this - I don't think its unreasonable to charge the checked bag fee for bags that don't meet the published size requirements. And I don't think its unreasonable to levy an additional penalty charge for bags that come to the gate and are severely bigger than the stated dimensions.

I do also wish that UA would stick to the specific 9 X 14 X 22 max. dimensions, and get rid of the "or maximum 45 linear inches." Think that would help, too.

A considerable number of rollaboards that won't fit in the bins wheels-first will actually fit perfectly well the other way round, wheels-outermost. It's a little more difficult to get them out again (unless they have a handle on the bottom as well as the top, as mine does), but it saves a lot of space.

I've also used this technique with rolling computer bags in overhead bins in RJs with great success.

Food as exemption...

At SFO the 2 bag limit is strictly enforced by the people manning the security lines. At ORD I noticed they were way more lenient as I wasn't questioned when the extra bag I had was food. In SFO this would have been no go.

You got lucky at ORD. I've seen the AirServ dragons yell at pax in the security lines for having more than two bags (such as purse, laptop bag, and rollerboard). They're often on such big power trips when working that position

Ironically, the last time a gate agent tried to separate me from my laptop, I calmly asked for a refund of my ticket (was fully refundable), bought a full fare last minute ticket on CO, and after a ~1 hour delay made it to my destination without being hassled.

I've been traveling all weekend, and haven't been able to pollute this thread with my sizer-hate. I'm happy to see, though, that others have taken up the cause.

That said, I find that the new sizers are shockingly reasonable.

In case it hasn't been mentioned, the linear measurement limit has been added to the official gate boarding announcement, including the automated announcements at EWR.

Oh I hope you are right. Thanks for sharing this. I'm sure that mine will squish down into it, too, except when I have every pocket filled to capacity and more hanging clothes than it was designed to hold.

Seriously, though, it does not take up any more space overhead than the average roller. I can always put my CPAP on top of it, so I'm taking up only my allotted space. Soft is good in carry-ons and women.

So are they giving everyone a hard time now? Did you repeatedly have to prove your size compliance? I was just flying last week, but I guess they didn't have them out yet at the airports I visited, so I'm curious what this rollout is like.

This is why I still travel a lot with my 15 year old Andiamo roller bag because it will fit the sizers....Why? because of the handle. A lot of Tumi bags and others have a "hard" handle that doesn't lay flat/flush and voila....it won't fit the sizer due to the handle sticking out the "hategents" get all fired up. I have seen this few times over the years.

Oh, BTW...and if you are flying UA as 1K or higher....better take your yellow handle wrap off as this will affect your bag fitting the sizer as well....

If the rules are indeed enforced and enforced uniformly, people will adapt and either check non-compliant bags or learn to travel with less.
