Historic data on Flight delay

Is there anywhere to find out the "official' reason for a flight delay that was a month ago? A friend took UA#722 on 7/1 from SFO to LA (originally scheduled to depart at 7:09 pm and left at 9:49 pm) and they were connecting to NZ#19 departing at 11:15 pm to Rarotonga. The NZ flight is only once a week and because of the UA delay - you guessed it, they missed the NZ flight (it was still at the gate but captain would not open the door). They were rerouted but of course lost 1 1/2 days of their vacation.

They were told the delay was due to ATC. She had insurance including delay insurance, submitted everything and was told they would only be reimbursed $9 for sunscreen and a brush? Insurance said they cover weather and mechanical but not ATC? Isn't ATC usually weather related at SFO?

Just wondering if there is any where to check what the official reason for the delay was - hoping that it mentions weather.
