Just took a quick look at the EWR efares for this weekend... looks like DAY might be the best option...
For 1K's... 1066 base miles R/T, 2132 with 1K bonus * 4 = 8528 miles + 25000k bonus = 33528 miles, $644/33528 = 1.9 CPM (If all my math is correct, which I'm sure isn't).
That is for the offer I was given...
5,000 bonus award miles 1 roundtrip
10,000 bonus award miles 2 roundtrips
25,000 bonus award miles 4 roundtrips
I guess that's not too bad for a pure "mileage" run per-se.

I wonder if they're only targeting where the goal would be an increase in flying? I mean I guess that would make sense... I suppose that's kind of the definition of targeting.

Not a bad promo. Wonder how scared they are to be tossing something like this out there without the usual low-fare exceptions and with the timing right into the summer booking season.
