Possible reasons
-- Oversold economy / lower cabin
-- Irrops of other flights creating an oversold economy situation
-- change of scheduled aircraft ( or an expected change), this is to protect against overbooking business
-- broken seat(s)
-- pilot / crew rest seat(s)

Generally, this is good news for those on the upgrade list and a possible chance of Op-ups for some.

Looks like it, although they have two more in for mod.

The high-density 772 is way too much plane for DEN-LHR, and I’m not entirely sure it has the range.

UA 949 (LHR-SFO) had +4 blocked on Sunday.

I saw something weird ... there was somebody who was #5 on the PP upgrade list, another person with the same initials was #2 on the Polaris list!

Perhaps these are two different people with the same initials?

Very posible, not uncommon to see the same set of initials on a single list.

This is a mystery to me. Flight is 9 across in EF. Why 16 blocked?

In case they swap in a different aircraft with smaller F cabin. Leading candidate would be 772 HD.

All the more reason to block, so they don't upgrade pax into nonexistent F seats.

Could be. I haven't been following UA fleet so wasn't sure they're still flying that. I know they're still relying heavily on the 772 HDs SFO-EWR.

I was booked on one out of ORD two or three months ago before a swap to a 763 Polaris. If I interpret the fleet site correctly ("park" shows up in different columns) it looks like there might be 5 30J 763s currently not parked and in use.

What does the highlighted sentence mean? What is “EF“? What is "9 across"? Nine seats in a row? 3-3-3 configuration?

In context, the OP is referring to Expert Flyer showing all fare class inventory as fully available, "9 across"
Blocking generally occurs in an oversold situation so looking at fare class inventory makes sense and not showing oversold is what generated the query.
