so essentially, in the case of SFO-EWR-CDG, you may potentially get a free instrument upgrade (since CPU on that route has less than 0% chance) for free - partial consolation prize for paying W fare on EWRCDG and still sitting in Y

It's not a bad deal at all. At least it makes it a bit easier to bear if you don't get your overwater upgrade to know that you can lock in the domestic early.
