United Airlines operates an "air side" shuttle bus between Terminals A and C from 4:00AM to 12:00AM (midnight). In addition, United also operates a shuttle bus connecting Terminals A and C to terminal B (pier 3, used by Star Alliance carriers) from 1:00PM to 11:00PM, but not in the opposite direction (shuttle does not board at Terminal B). The shuttle bus is available at gate A28 and C70 as illustrated in the image above. Sounds like you basically understand that it's an outlier, then.
You are, of course, free to make assumptions based on one data point (that others are telling you is exceptional).
Personally, my longest wait for luggage (over an hour) was in the ORD T5 customs hall. I was exhausted from jetlag and I wanted to gnaw my arm off from boredom. But I see it as bad luck that could have struck at any hub, not something ORD specific.
You are, of course, free to make assumptions based on one data point (that others are telling you is exceptional).
Personally, my longest wait for luggage (over an hour) was in the ORD T5 customs hall. I was exhausted from jetlag and I wanted to gnaw my arm off from boredom. But I see it as bad luck that could have struck at any hub, not something ORD specific.
But I’ll be fair – I would rank the international arrival experience at Newark above that at Charlotte’s airport.

The flight involving the towed aircraft was the flight I took five hours after I missed my original connection. Had we been marshaled into the gate promptly I might have made that connection. But the main driver of my misconnect was the wholly ridiculous 70 minute wait for baggage.
I understand the "never using EWR again" sentiment. I wish my travel patterns allowed me to avoid it more often.

Newark is a pit, and most of the staff have no sense of urgency. No surprise to me. And United doesn't seem to place any priority on baggage delivery anywhere in the system. Thankfully, I rarely need to check luggage on my trips.
I understand the "never using EWR again" sentiment. I wish my travel patterns allowed me to avoid it more often.

I can't speak to the performance at EWR but over my travels (>100 international arrivals at T5 ORD). I know from personal experience that baggage delays of 45-75 minutes are not as exceptional as you may think. Also that UA priority baggage tags are basically meaningless to United at ORD T5 everywhere .
I'm sure there are exceptions, but on the rare times I have checked a bag, some number of non-priority bags have come out before mine.
Do other airlines still have a checked luggage guarantee of some type? I recall Delta used to have something.

I would not blame this solely on UA. Customs inspects bags prior to their display on the baggage carousel. Sometimes this is just a dog running past each bag. Sometimes it involves more. You never know. But I'd be willing to bet the wait was due to some sort f inspection related activity.

At some airports, UA Priority bags are seemingly consistently unloaded first. At others, it appears to be completely haphazard. I suspect one's home airport colors the experience somewhat.

And I've had my so-called "priority" bags lost twice on one trip by LH group, and on an SK flight my "priority" bags came out in a second wave when they "found" a baggage cart full of bags that they'd forgotten about.
At some airports, UA Priority bags are seemingly consistently unloaded first. At others, it appears to be completely haphazard. I suspect one's home airport colors the experience somewhat.

Had another Terminal A flight. United Club there still closed.
The Sandwich place is not open either. Food choices even more slim then normal now.

I would not blame this solely on UA. Customs inspects bags prior to their display on the baggage carousel. Sometimes this is just a dog running past each bag. Sometimes it involves more. You never know. But I'd be willing to bet the wait was due to some sort f inspection related activity.

Over the past 27 years I have flown back-and-forth across the Atlantic from the UK, Belgium, Switzerland, France, Spain, Portugal, Germany, Austria and Italy. This is the first time I’ve had to wait for 70 minutes for baggage to clear customs and be put on the belt. I mean, I get it if I’m coming from Bogotá or someplace in South America where drug smuggling is rampant. But are you really going to tell me that customs is paying attention to luggage coming from Frankfurt? Not exactly a hotbed of smuggling activity last time I checked.
