Are lower fare classes cheaper?

I ask because I'm not getting what I expect from united.com

Search SEA-ORD 5/15 return 6/17 (Random return)
Get S class. Look at available fares.

Ok, what's up with the T and L fares? Tried to use the choose a fare class feature and it returns no flights.

Maybe I'm just not meeting the fare rules. Anyway to read what they are?

There are two possibilities:
a) The T and L fare rules are not being met.
b) There are no T or L fares in your market at this time.
Sometimes there will be no T or L fare but there will be T or L availability - the availability can apply to connecting itineraries where T and L fares exist onwards.

Also, in some cases, the cheapest fare will not be one of the very lowest buckets but a little higher, like a W for example. The rules on the lowest fare might be very date or time or routing restrictive but use a slightly higher booking class like a W with a little more expensive L, T, or K fare that is less date/time restricted...this is not usually the case but happens in some markets.

The easiest ways to quickly pull up detailed fare rules cost money - ExpertFlyer.com and KVS tool are both good for that purpose. With either of those you can plug in city pairs, see all fares that exist for those city pairs, and click on each fare for its details rules. Those tools are also the easiest way to quickly pull up availability on any legacy airline for any route.

If they're not valid, why to EF and united.com show them as fare classes with > 0 availability?
