You can pick up passport application forms from your local Post Office and apply by post, or use the Post Office Check and Send service.
Doesnt say you cant use a PDF print of the same form, but equally doesnt say that you can. My local post office is a 25 min drive away so Id rather print the form if I can.

I thought it was quite clear. You can apply online or you can get a form from the post office.
It is either/ or.
The online process does not use the printed form format so there is nothing for you to download or print out. It takes you through the questions and requires that they do a data capture of your image etc whereas with the printed form you get certified photos etc. The photos you need to get at an approved facility for the online version and you upload the digital reference number (see the side note on photos). With both processes you then have to send documents to prove/verify ID.

Probably not a good idea to edit the PDF and remove the "OS" though.

The only comment I can offer as someone who has countersigned more passport applications than I care to mention is that the passport office are super fussy about the form, how it's filled out, things need to be in the box, wording has to be exact and I have had to redo quite a few over the years because the passport office have rejected forms that to most normal human beings would be acceptable, possibly because they are read by computer....
I don't know authoratively, but I suspect that a print of the PDF is unlikely to be accepted.
