Could you give me the link to regulation about the topic you are telling about.
I read somewhere that even transiting through Northern Ireland to Republic of Ireland from UK needs psl, they wrote that this is mandatory. |

Stenaline, in their advice to passengers arriving in Ireland by ferry, say this: "Please note: in the mandatory field titled 'Flight or Ferry number', please enter 'N/A'."

In Republic of Ireland passenger locator form no option to select foot, bus or train. But keep in mind, I am only transiting Belfast using ferry from Liverpool. Please, help somebody with that. Maybe someone knows phone number of authorities in Ireland to ask. |
Look what Irish authorities has written.
You must fill in a form before you arrive in Ireland called the COVID-19 Passenger Locator Form By law, passengers arriving to Ireland from overseas are required to complete this form, with the exception of the following: international transport workers with Annex 3 certificate drivers of a heavy goods vehicle those with diplomatic privileges and immunity Information you will be required to provide: the mobile phone number that you will use when in Ireland your email address your place of residence when staying in Ireland information on how you arrived in Ireland (for example: name of airline or ferry, flight/ferry number) |
I just tried filling the IE PLF.
When it asks "How are you arriving to Ireland" your answer is "Via Northern Ireland". All travel by bus or train is via Northern Ireland so there is no need for separate options. |

I finished filling passenger locator form and look what they wrote me at the end. ------Thank you for completing the Passenger Locator Form for entry into Ireland. Your PLF receipt is attached with this email. You must present a copy of this receipt to airline staff or handling agents responsible for boarding aircraft or ferries. You may also be asked to present the receipt to border management, immigration officials and other authorised parties. If printed, the receipt must be kept in a presentable condition. |

But where do I get airline or ferry staff in the middle of Northern Ireland and Republic of Ireland? Why did they forget to mention bus and train? Maybe it's illegal to cross using this type of transport. |

Maybe it's illegal to cross using this type of transport. They did not mention bus or train because bus and train staff will not ask you for the form. The majority of people travelling by bus or train do not need to fill out a form as they will have been on the island of Ireland for 14 days. If you are asked for the form, it will probably be by the Irish police when you disembark the bus in Dublin. But it is unlikely you will be asked at all. |
