Whilst I don't think that a revolt is planned as such in London against the Tier 2 regulations, I think that they are simply being largely ignored. Either that or people's households are rather larger than they used to be.

Funnily enough, the main 'agitator' seems to have changed his tune. His place does food, but is primarily a bar. I was in there last night, and he was saying that they are going to re-jig things and make it more of a restaurant by removing the tall bar tables and putting some lower food type tables.

I believe the issue is that if they choose to go this way and it doesn't work, they can't then apply for the government dosh. They have to decide now to close and stay closed.

Most people I speak to think we should have a full lockdown for a month (except for schools/university). Close all the bars and restaurants, and compensate the owners. This whole "stay open if you serve substantial meals" bodge will just not work. I was talking to a mate last night who works in Liverpool. According to him, the vast majority of bars in the city centre are open, as are most of the places in the suburbs.

I was in NI last week and enjoyed a meal with a friend on Thursday night before they closed on Friday for a month. All properly socially distanced etc. The issue there of a "substantial meal" is straightforward as a main course, in the Republic of Ireland they set a minimum price of 9 euros for the dish.

It was the first time I have met anyone in a restaurant since March and probably my last time this year at this rate.

According to the Brighton Argus Bristol is being put in a new 'Tier 1 Plus' category.


The new restrictions in Bristol will mean tighter enforcement, more local control over test and trace, targeted focus on working adults (aged 30 - 60) and an introduction of Covid marshals to patrol the city.

It appears the "tier 1 plus" was something proposed locally, but when proposed to central government it was rejected.

Announcement tomorrow of where places in Scotland will be placed on the scale. Speculation that much of the Highlands and Islands will be level 1, central and eastern Scotland level 2, Glasgow and Edinburgh level 3, while consideration apparently being given to putting North and South Lanarkshire at level 4. Nowhere on level 0:

Leaving your area
  • people who live in a Level 3 area must not leave or remain away from that area, but can leave the area to travel to another part of that same Level 3 area, reasonable excuse exceptions
  • people who live in a Level 4 area must not leave or remain away from that area, but can leave the area to travel to another part of that same Level 4 area, reasonable excuse exceptions

Entering a Level 3/4 area
  • people who don't live in a Level 3 area must not enter or remain in that area, but can travel through in order to reach a place outside the Level 3 area, reasonable excuse exceptions
  • people who don't live in a Level 4 area must not enter or remain in that area, but can travel through in order to reach a place outside the Level 4 area, reasonable excuse exceptions

Reasonable excuse exceptions for leaving/entering Level 3/4 area
Examples include obtain or provide food or medical supplies, or essential household supplies, work where it is not possible to do so from home, access/provide/receive childcare or education, exercise outdoors etc.

Restrictions on leaving/entering Scotland
  • someone living in Scotland must not leave Scotland to go to any other part of the UK or Ireland, but can travel through those areas to reach a place outside UK or Ireland, reasonable excuse exceptions

Yes, no legal impediment to travel in Scotland, but a very clear ask of people to restrict their travel, and if in a level 3 area not to travel outwith unless necessary.

If it was so critical I wonder why they didnt include it. Its entirely possible to do, for example the previous local lockdown areas in Wales included restriction in law which meant people in an area couldnt leave and people outside couldnt enter (subject to some exceptions of course).
