Inside it looks to me almost finished. The buildings inside check in area (Hotel?), seems to be far behind the other things.

Although, with that said, it is coming up to election time in Turkey, so it may be worth keeping your ear to the ground in the month or so after the election results to see if a delay will be announced then; that will certainly be the more politically preferable time to make such an announcement.

Without clear insight into the project plan and the progress report it is very difficult to estimate if they are on track or badly behind. I was part of the airport testing passengers in MUC T2 S back in February 2016, two months before the opening. We were used to train boarding and transit processes and got to see the new airport buidling inside out during a full day of excercises. The situation was very chaotic to the untrained eye, making us wonder if they really would open in time. In the end they did open on time and have been running well since two years.
