Even if there were rules (which there are), they would be interpreted and misinterpreted in a myriad of ways by different staff. I have learned after many years only to book upgrades with the manager of the THY office at TXL who I know personally. Fortunately, the generally poor training of THY agents works both ways: I once cancelled a two sector upgrade booked with a single voucher and had two vouchers returned to my account!
