You don’t. There’s no need to reissue the ticket. But if an inexperienced agent does so then you’ll be lucky and get the full amount of J class earnings.

MRU-IST-MUC - 800€ (airport staff says that is a fixed price and they said they can only issue the upgrade for both flights - not only to IST)

This is new. Never heard that an outstation can also issue an upgrade to the 2nd leg.

It will usually depend on what system they are dialed into. If it's a third party like Menzies they will likely only have the power to upsell the closest leg. Any station can probably sell the whole trip though if they pick up the phone and get IST sales on the horn.

Has anyone recently flown ATL-IST and know if they offer paid upgrades? I didn't see it mentioned in the list. According to expert flyer it looks like only about half the business seats are taken, not sure if this makes a difference or not.

I fly ATL-IST-XXX pretty regularly and have never seen it, however I'm checking-in at the business class counter so it would be moot to offer it there.
