Global Entry and Official (US Gov't) Passport

Global Entry and Official (US Gov't) Passport
If given the following:
-Global Entry expired earlier this year
-Personal/Leisure US Passport expired earlier this year
-Official (Government) US Passport issued this year
Are there any issues with applying for GE with an Official/Government Passport vice with a Personal/Leisure Passport? Eventually, I'll link GE to both and I've read that that's not too difficult. But have folks linked GE to their Official passport first and then their Personal? And what should you say at the interview if you only have the Official passport in hand? Tell them that you're expecting to link a Personal passport eventually?
