It looks like Dulles has dropped Mobile Passport and the standard kiosks for this process. Is this facial recognition for everyone now? Will it be faster for those that dont have Global Entry? I dont understand why Mobile Passport would be phased out if not...it's like they don't want to expedite the process for those without GE otherwise.

Does the kiosk ask any questions or just a photo match will result in a receipt? What if one has something to declare?
Also, this differs from other implementations since those are comparing against the photo on your biometric passport, such as SmartGate in Australia.

This was DTW on June 12 (the first time I ran into it; BOS on Jun 1 didn't have it.)
I gave the slip to the agent at the exit booth, who asked about food (yes, chocolate/candy and scotch). He asked if the total was over $800, I said no, that was it.

I came to search the exact same thing. I returned to DFW from India in March and had the old system in place. I got my dreaded X and was escorted to secondary screening.
When I arrived in DFW Saturday, I put my passport on the scanner and it asked for my photo. No fingerprints, no questions. Some people were asked questions about their itinerary. Others were not. I was not. The CBP agent simply handed me the passport back and sent me on my way. It seemed a little slower than the old process.

New GE Kiosk Process
Flew from LHR into SAN on August 2 and noticed there was a new process on the Global Entry kiosks at SAN that I hadn’t seen before. I pressed the start button, it took my photo, processed for a few moments and printed a receipt. No passport scan, flight number confirmation, or customs questions. The receipt had my correct name, flight number, and passport number.
I assume they’re doing facial recognition, and since they have the manifest airlines they know what GE members should be expected at the airport that day, that reduces the set of possible faces that match against considerably, especially for an airport like SAN whose normal count of daily international arrivals likely can be done with one hand.

At SAN the customs officer asked if I had any food or a couple of other items they usually look for. SAN does have a new setup where there's no immigration officer before baggage claim, and then immigration/customs is one stop after bag claim.

This must be for returning US citizens only? Non- US (Visitors) usually have to answer quite a few questions... even US citizens are required to answer the customs questions?

Nope, it just told me to look at the camera and spit out a form. No questions, nada. Not sure if there would be a difference based on nationality - it's all Global Entry, so I would presume that once you're in the program you have all of the same benefits and processes.

Supposedly facial recognition is being rolled out to all passengers (Dulles removed MPC for this reason). In that case, what will be the difference between having Global Entry and not? Will we all have basically the same machines, but just separate lines?

I would think that for others they will still need to answer the questions, they just won't need to scan their passports. GE will bypass the passport scan and the questions, and will still provide PreCheck. Can't think of any additional benefit.
