Total nonsense.

I have a felony arrest record, charges dismissed or nolle prosequi, I have Global Entry (newly added NEXUS), and have had no problem entering the US from Canada or vice versa.

Canada even ran a criminal record check the first time I attempted to drive in (prior to having NEXUS) and just smiled and wished me a good time in Canada.

I had a felony arrest, which I was later dismissed and the judge took a rare step of issuing a Declaration of Innocence, which is incredibly rare in California and only happens when there's DNA or other exonerating evidence. This order requires all agencies to destroy every record of the arrest, including fingerprints, mugshots and to notify all federal agencies to do the same. However, because this process takes forever, I was forced to bring paperwork to my GE interview showing the original dismissal. Was approved on the spot.

Pre-check had been working fine but on my first return to the US from being out of the country I got the dreaded X. The CPB agent, who was very nice, said that if you have an arrest it is common to get the on X your first time, from which point they have to submit a request in order remove the flag in the system so it won't happen anymore. Seems silly as they should fix this during the approval process.

Perhaps a lazy CPB agent gave the person complaining earlier in the thread misinformation so they wouldn't have to do work or they were unclear of the policy.

I have had my GE since September 2013, and EVERY single time I come through I have had an X. I do have prior juvenile arrests, and one adult incident where I was detained but not arrested or finger-printed. Every single time I come in, without a hesitation, the kiosk spits out an X. I have no idea how to fix this, and it is getting super annoying as they send me to secondary. If anyone has a clue how, please tell me!:(

By "secondary" do you mean being sent to the "special room" for further processing or just being sent to the next available agent? If it is the 1st, next time do NOT use GE, see what happens.
If they did not like your past history, they should have rejected your appl. outright. Since you are in GE, you should be afforded the rights that come with the program.
How many times is this--<3 vs >10? A small number could be "random".
You might consider contacting them (even scheduling an interview), so that you can get to the bottom of your problem.

Yes, I was sent to the "special room" and at LAX it takes forever to get seen. There was a time I was in a mad dash to make my connection through YUL so I just went through the normal line, and no issues there. This has happened to me about 7+ times already since I've been approved. I agree with you, and I will be calling them first thing next Tuesday.

It is NOT easier if you have any history whatsoever, innocent or otherwise. This is not made clear before the application process, and there is no way to undo it.

Quote source and context.

this is not true for everyone

I personally know several people in this situation who never get XX's or special screening. I also know of two people with misdemeanor ARRESTS and CONVICTIONS who have no problems with GE extra screening.

Once out of 20 intl. trips, I got "X" [I knew something was wrong, I was NOT even asked to verify my flight...the "X" kicked out early in the process.] This was at JFK T8 (AA). I was sent to the special room, but there was only one other person being processed, so I got out fast. The agent thought it was fingerprint related [now if the fps show up as marginally "good", you get a 2nd chance.]
I did get an email from GE, asking me to describe the problem I had.
They should not be playing "cat and mouse" games with you.:)
