Is there a bagage interline agreement between continental and American Airlines ?

there are not in the same Alliance

Yes, they interline. But (and this is an important but), no matter which airline, you will have to take your bag at your US entry, take it through customs and either check-it in again or give it to a special counter if it is tagged through.
In other words, even if it is checked to your final destination, you will still have to take your bag at EWR.

Interline agreements for baggage transfer are way older than alliances. You can generally assume that all older airlines have them. So do most of the newer ones.
