Bills for Mock Congress---Flying

My nephew has to make a "bill" for mock congress in his debate club and he loves flying; he asked me for some help. Does anyone have any ideas for a bill, related to the airline industry, that should be written?

simple: a passenger bill of rights, just like there is a similar law in Europe

A bill requiring that airline advertising quote prices that include applicabe taxes, fees and surcharges (in other words, the price that the consumer can expect to actually pay).
