The receiving country (in most of these hypos Canada) decides what is a felony by looking to their law, not the US law. Misdemeanor drunk driving is a felony ("indictable offense") under Canadian law. 20mph over the speed limit is not.

If the crime carries ten years or less under Canadian law, your right to reenter is automatically restored seven years after discharge from sentence. Google on "minister's permit."
