Memphis has mild winters with the occasional "bad" winter every 4-5 years...

The cost of living is very reasonable (low)...very nice homes/areas for decent prices

No "real" transportation system to speak of (like NYC/DC/ORD), buses yes, metro/subway - no (most drive as it's not that difficult to get to where you need to be in the city in a reasonable amount of time)

NWA tries to keep a stranglehold on MEM as it is their hub but Frontier has recently started giving them a run for the money.. (you may want to post in the Frontier board to get a better opinion)

IIRC 8 out 10 times if you fly DL out of Memphis, your first stop will be ATL, for CO, it will be Houston

The summers in MEM are very hot.... Humidity is usually on par with having water thrown on you..:-)

It basically meets all of your criteria (if you want to call the MARTA decent public transport) and has ATL to serve your Skyteam needs.

Sky high crime rate? Thats hardly fair, as he's not going to stay in the SWATS. And cultural black hole? Sure thing... if you avoid all culturally rich parts of the city out in Suburbia.

If he stays in the city, downtown or midtown, he can take Marta straight to the airport. Crime is not sky high, and there's plenty to do.

Atlanta is the clear choice.
